I am cleaning up the hardware for the foot rest. Does the square part of this clip swivel? If so, should soaking in PB Blaster loosen it up?

Yes it swivels right there where you are pointing....drop the whole thing into a small bowl of Evapo-Rust....and soak for a few days to remove all the rust from it.
